The author, the holy genius Rabbi Raphael Meislish (passed away in 1770/1778), descended from a line of geniuses and saints, including the Ba"Ch and the Chelkat Mechokek. He lived for many years in the city of Harchov and was later appointed as the head of the rabbinical court there. In the last decade of his life, he served as the head of the rabbinical court in Paritzk. The great scholars of his generation praised him, and he was known for his immense genius, holiness, and righteousness. He was described as "the outstanding and distinguished rabbinical scholar, a complete and sharp-witted sage... full of the word of God, that is, the words of Halacha and Mishna, and all his words were with knowledge, wisdom, and understanding... also greatly knowledgeable in the words of the Talmud and the legal decisors..." (Rabbi Yechezkel Segal Landau, author of "Noda BiYehuda", in his approbation to his sefer). For more information about him and his lineage, see  "Zechor LeAvraham" (1994, p. 124).
