Rabbi Menkin was born in 1882 to R’ Aryeh Leib, known for his piety, generosity, and as a descendant of a family of Torah scholars and rabbis. His father’s sister, Chana Rivka, was the third wife of Rabbi Yitzchak Yerucham Diskin. The family home hosted many rabbis and emissaries, some from the Land of Israel.
In his youth, Rabbi Menkin studied in the Mir, Lomza, and Radin yeshivas under the Chafetz Chaim. He received rabbinical ordination from Rabbi Isser Zalman Meltzer, as well as from Rabbis Moshe Mordechai Epstein, Baruch Ber Leibowitz, Raphael Shapira of Volozhin, and Moshe Betzalel Luria.
Before his wedding, he sought to deepen his Torah knowledge in Chassidic courts, spending several months in Lubavitch with Rabbi Shalom Dovber Schneersohn, where he studied in his yeshiva.
After marriage, he continued his studies in Slabodka and Volozhin yeshivas. Later, in Łódź, he served as a teacher in the Torah Chesed yeshiva.
In 1914, Rabbi Menkin became the rabbi of Dashkovka (Deschkovka, near Mogilev, Russia). He later served as a rabbi in Knyazhitsy, Krotcha, and Senna. His communities admired him for his eloquent oratory and ability to captivate audiences.
