The letter is a "Great thank you letter" to a Polish minister for his intervention to the local starosta (mayor) to exempt him for knowing the polish language, (looks like as to be a legal Rabbi, you suppose to know the language by law, since rabbi Rubin did not know Polish, he involved some higher ranks to intervene for him)

The Holy Rebbi Aryeh Leibish Rubin of Cheshinov (1891 – 1942) was the son of Rebbi Yitzchak Tuvia Rubin and grandson of Rabbi Chaim of Sanz. He married the daughter of his cousin, Rebbi Simcha Yesaschar Ber Halberstam of Cheshinov and was crowned rabbi and Admor before the First World War.

In 1887 he abdicated his throne there in favor of his brother-in-law, Rabbi Yehezkarel Shraga Halberstam, who had grown up in the meantime, and moved to Tomaszów Lubelski as Rebbe and Rabbi. He was considered one of the great Torah and religious leaders in Poland, and many benefited from his advice and wisdom. He was famous for his brightness and righteousness.

He spent the war years in Siberia and passed away there. Most of his work was lost. Rebbi Shlomo Halberstam, the Admor of Bobov in the United States, was his son-in-law, and the entire Bobov Dynasty of the last generation are his grandchildren.
