This is a special Tikkun Chatzot to be recited midday (!) during the three weeks. Per the Ar"i z"l in Sha’ar HaKavanot (inyan "Bein HaMetzarim") where it says to recite it after midday. This was the custom in Hungarian yeshivahs from the days of the Chatam Sofer.
This edition was designated for the Shem Tov U’Seudat Chalashim Society in Mantua. The names of the society’s leaders appear in the introduction on the back of the title page: Yehudah Aryeh ben Moshe Meshulam HaLevi, Yosef ben Avraham Chaim of Pano and Yisrael Chai ben Mordechai Chaim Kolorni. That same year, another edition was also printed in Mantua.
